Where independent living fits in Oregon's licensing

"Independent living" is a service level, not a license category. Oregon licenses four kinds of care setting — nursing facilities, assisted living, residential care and adult foster homes — and senior communities that offer independent living usually hold one or more of those licenses for the parts of their campus that provide care, alongside the housing, dining and other permits any such operation carries. Some independent-living communities instead run a housing-only model with no ODHS care license. What the state register doesn't record is which communities offer independent living at all — it tracks licenses, not lifestyles. That's the gap this page fills: a curated register where every entry names the public source we verified it against, and links campuses to their licensed components in our directory.
